Editor's summary:
Puerto Rico — This past week Puerto Rico's Governor Luis Fortuno ordered 1,000 National Guard troops to be deployed to the cities of San Juan, Carolina, Bayamon and Ponce in order to help the police fight a drastic rise in drug-related crime.
